PLAB enables international medical graduates from non-European countries to become a licensed medical practitioner in the UK. The exam is conducted by the General Medical Council(GMC) of UK.
Please understand, PLAB is not GMC medical certification but an eligibility test designed for international medical graduates to get the GMC license.

No. However, it is recommended to have 1-year clinical experience before applying for PLAB exam as that ensures complete license at a later stage.
